Prevent users from adding conflicts

Add the ability for the Site admin to turn off the Conflict Feature.
Hide:
-"Add Conflict" button
-Hide "Conflict" call type from the site filter

    For us, it would be nice to make it so that actors are not allowed to enter a conflict unless the conflict occurs within a certain time period. Our rehearsals are always 6-9pm on weekdays, so seeing conflicts that occur from 2pm-3pm just clutters up the calendar.

    This would be great. Currently we do not use the conflict option. So whenever someone uses the conflict option I have to go delete it.
