Add: Site Administrator option to set the Discussion's "Send Notification" to Default "On" or "Off"
As a Site Administrator, I want to be able to enable the "Send Notification" as the default.
This setting will be under Site Admin > Notifications:
Send Discussion notifications by default [disabled] [enable]

I don’t see any downside to this. Everyone that likes Notify users as it is would set the default to no and those that want people to be notified by default would turn it on. In my personal experience, most people replying to comments assume that notification is on (as it is for facebook and google groups) and I have missed important comments because the user did not notice the notification box and because the VCB home page does not tell you if there are new comments on a discussion.
The current situation is like the old issue with no notification when a user added a conflict. If my designer adds a comment to a rendering, I need to see it asap. Not the next time I happen to look at the comment to find out if anyone has replied yet.

I'd suggest start with setting the option to Site Wide and leave the check box on the individual comments if the user wants to change the default.
