How many users can I add?

As many as you like. There's no limit on users per site, and none on how many users you put on a production. A user can be on any of your active productions.

What your subscription is based on is different: VirtualCallboard by active productions, StageStock by number of items. Archived productions don't count. See the VirtualCallboard and StageStock pricing pages for the details.
